Information clause regarding the processing of personal data based on the legal obligation of the administrator (processing with regard to the Act of 24 September 2010 on population register).
Administrators are:
- The Minister of Digitalization with headquarters in Warsaw (00-060) at 27 Królewska - is responsible for maintenance and developing the PESEL register.
- The Minister of Interior and Administration with headquarters in Warsaw (02-591) at 5 Stefana Batorego - is responsible for defining a uniform policy in terms of fulfilling the obligations set out in the Act.
- Mayor of Lublin City – in terms of data processed in paper documentation and other datasets kept by the population registration office.

Administrator - the Minister of Digitization has appointed a Data Protection Supervisor, who can be contacted via e-mail iod@mc.gov.pl or in writing at the address of the administrator's office.
Administrator - the Minister of Interior and Administration has appointed a Data Protection Supervisor who can be contacted via e-mail iod@mswia.gov.pl or in writing at the address of the administrator's office.
Administrator - Mayor of Lublin City has appointed a Data Protection Supervisor who can be contacted via e-mail iod@lublin.eu or in writing at the Data Administrator's address.
You can contact Data Protection Supervisors in all matters regarding the processing of personal data and the use of data processing rights.
Your data will be processed for:
- Registration in connection with:
- assigning or changing a PESEL number,
- a change in marital status, of a name or surname, death,
- a change of citizenship,
- issuing a new ID card or passport,
- a change of the foreigner's travel document.
- Registration of the compulsory registration consisting in:
- checking in at the place of permanent or temporary residence,
- checking out of the place of permanent or temporary residence,
- notification of leaving the territory and return to the Republic of Poland.
- Obtaining the certificate of personal data collected in the PESEL register.
- Removal of incompatibilities in the data.
The data will be processed on the basis of the Act on population register.
In accordance with the provisions of the Act on population register, the personal data may be made available to authorized entities such as: services, public administration bodies, courts and prosecutors, bailiffs, state and local government organizational units and other entities - to the extent necessary to carry out public tasks; persons and organizational units, if they have a legitimate interest in that; organizational units, for research and statistical purposes, public opinion polls, if after use of data they will be subjected to such modification, which will not identify the data subjects; other persons and organizational units, if they prove the actual interest in receiving the data, provided that they will obtain the consent of the data subjects.
The recipient of the data is also the Document Personalization Center of the Ministry of Interior and Administration of the Republic of Poland in the scope of the data sharing.
Data in the PESEL register and the Register of Residents will be processed indefinitely.
You have the right to access your data and to demand their rectification, as well as the details of persons on whom legal protection is provided, e.g. children's data.
You also have the right to lodge a complaint with the supervisory body dealing with the protection of personal data in the Member State of your habitual residence, place of work or the place of the alleged violation.
Your data to the PESEL register is entered by the following authorities:
- the head of the registry office who drafts the birth, marriage and death certificates and introduces changes to those acts, as well as issues the decision on changing the first or last name,
- a commune body registering the compulsory registration,
- a commune body issuing or invalidating the ID card,
- a voivode or the consul of the Republic of Poland issuing or revoking a passport,
- a voivode or the minister competent for internal affairs who makes changes in the scope of acquisition or loss of a Polish citizenship.
The obligation to provide personal data results from the Act on population register.
