Lublin, as the first city in Poland, restored for foreigners procedures related to obtaining a PESEL number and registration (meldunek).

Information on the current procedures related to the service of foreigners in registration matters:

A. Registration of address/De-registration of address:

- by means of a box available in the building of the Lublin City Hall at 20 Leszczyńskiego Street 

1. Registration your address:
In an envelope with your correspondence address and telephone number addressed "to the Department of Administrative Affairs" (pl. Wydział Spraw Administracyjnych), you must put the following inside the envelope:

  • completed registration form downloaded from the website of the Lublin City Office, signed by the owner and the person registering address (the signature of the person registering address must be notarized), you must also attach the following
    • photocopy of the passport and a document legalizing your stay (for non-EU foreigners) or photocopy of the identity document (for EU foreigners) - all copies must be certified as true copies by a notary or a legal advisor.
    • legal title to the premises - this may be the land and mortgage register number itself or an ordinary photocopy of the notarial deed or the allocation of the premises, while a copy of the legal title in the form of a civil-law lease agreement must be certified as a true copy of the original by a notary public or a legal advisor.

The certificate of permanent residence, notification of the assigned PESEL number (i.e. documents issued ex officio) will be sent via the Polish Post S.A. by registered mail to the indicated mailing address.


2. De-registration of your address:

In an envelope with your correspondence address and telephone number addressed "to the Department of Administrative Affairs" (pl. Wydział Spraw Administracyjnych), you must put the following inside the envelope:

  • completed de-registration form downloaded from the website of the Lublin City Office, signed by the de-registering person (signature must be notarized), you must also attach the following:
    • an ordinary photocopy of the passport (for non-EU foreigners) or a photocopy of the identity document (for EU foreigners)

B. Issuing of certificates of Registration/De-registration:

- via ePUAP (qualified signature, trusted profile)

- or through a box available in the building of the Lublin City Hall at 20 Leszczyńskiego Street: 

In an envelope with your correspondence address and telephone number addressed "to the Department of Administrative Affairs" (pl. Wydział Spraw Administracyjnych), you must put the following inside the envelope:

  • completed and signed application for issuing a certificate downloaded from the Lublin City Office's website (the applicant's signature must notarized), you must also attach the following
    • stamp duty payment confirmation in the amount of PLN 17.00
    • an ordinary photocopy of the passport

The certificate will be sent via the Polish Post S.A. by registered mail to the indicated mailing address.
 

C. Applications for issuing PESEL number pursuant to separate regulations:

- via ePUAP (qualified signature, trusted profile)
- or through a box available in the building of the Lublin City Hall at 20 Leszczyńskiego Street:

In an envelope with your correspondence address, addressed "to the Department of Administrative Affairs" (pl. Wydział Spraw Administracyjnych), you must put the following inside the envelope:

  • a completed and signed application for a PESEL number, downloaded from the website of the Lublin City Office, you must also attach the following
    • copy of passport - copy must be certified as a true copy by a notary public or a legal advisor
    • copy of the contract of mandate or employment contract (a certificate from your company confirming employment is acceptable) - all copies must be certified as true copies by a notary public or a legal advisor.

City Office will proceed with the application, provided that employer’s registered office is located in Lublin and the appropriate legal basis for obtaining the PESEL number is indicated in point 7 of the application.

Notification about the assigned PESEL number will be sent via the Polish Post S.A. by registered mail to the indicated correspondence address.


Update March 15, 2020 15:45 

According to the information we received from the Ministry of Foreign Affairs, there are no final legal solutions regarding the procedure for ending visas or temporary residence cards for foreigners - e.g. citizens of Ukraine who remain in Poland in the current situation. The border guard recommends its officers to approach each case individually and rather to instruct rather than impose fines or issue a decision to return if the stay is outside the period of visa validity or stay outside the visa-free period. Summarizing. There is no general regulation, and issues will be individually decided at the border (differently, when someone has just finished their visa and is trying to leave PL quickly, and differently if someone has been illegally for a long time).

 

Update March 13, 2020 21:00 IMPORTANT

ikona ważneIn connection with the spread of the coronavirus from Sunday 15th of March, we are introducing a ban on entry to the country for foreigners, and all citizens entering Poland will be quarantined - Prime Minister Mateusz Morawiecki said. Mateusz Morawiecki said on Friday evening that the government "decided to introduce an epidemic emergency", which allows "to impose additional restrictions that are necessary to stop the spread of coronavirus."

From Sunday 15 March, the following will apply:

  • No entry for foreigners in the country.
  • 14-day home quarantine for persons entering the territory of the Republic of Poland.
  • Suspension of international passenger air and rail connections.
  • Borders will be open to the flow of goods.
  • From Saturday 14.03 the work of shopping centers will be limited. Only grocery stores, pharmacies and laundries will remain open there.
  • All restaurants, pubs, clubs, bars and casinos will be suspended. It will be possible to order takeaway food.
  • Meetings of more than 50 people will not be held.

Schools, kindergartens, nurseries and universities are closed from 12 to 25 March

Due to the spread of Coronavirus (Covid-19) in Poland, a decision has been made to suspend classes in schools, kindergartens, nurseries and universities. No classes will be held in both public and non-public institutions from 12 to 25 March.  

Schools were closed and students were asked to stay at homes following a temporary, limited operation of educational facilities due to preventing and combating SARS-CoV-2 infections and the spread of infectious disease caused by this virus. This will cease people from congregating within a limited space, like schools for example. At the same time, Mayor of Lublin appeals to pupils and students to stay away, unless necessary, from all shopping centres, cafés, clubs, etc.

Mayor of the City of Lublin requests young Lublin residents – pupils and students – to stay at homes until schools and universities reopen.

In accordance with the recommendations of the Minister of National Education, published on the website of the Ministry of National Education, the break in the functioning of the school should not mean ‘learn-free’ days. Hence the request to take advantage of online learning opportunities.

Mayor asked the relevant directors of educational facilities overlooked by the municipality, to support children and facilitate learning, whilst the break, through electronic communication an/or online channels. Above may be applied to request students to read a specific book to broaden knowledge, to circulate extra task consolidating knowledge or to boost competences. As MEN indicates, free of charge platform epodreczniki.pl may be of use just as any other means of communication used by the school.

Cultural events and sports activities call-off, closure of sports facilities

Following Prime Minister's decision to cancel mass events, Mayor of Lublin decided to close the sports facilities, including swimming pools, e.g. Aqua Lublin. Further, Mayor requested that all events in cultural institutions of the City of Lublin be cancelled. In a letter addressed to the directors of institutions, Mayor has recommended that all events planned in the City be cancelled by the other organizers. This also applies to social activities such as senior citizens' clubs and day care centres.

Should you need to attend to some official business, we recommend that you arrange them either electronically or by phone. Mayor also suggests making payments through online banking. All preventive measures taken are aimed at limiting the spread of the virus. Mayor advises everyone to follow all recommendations of the sanitary and medical services.

Support for elderly/dependant persons in case of quarantine

Employees of the Municipal Family Assistance Centre in Lublin in cooperation with other municipal services, where quarantine of dependant persons (elderly and disabled) is applied, will buy and deliver all the necessary goods.
