Support tools enabling implementation of projects within the framework of the ECoC

“Districts of Culture” - is a long-term, interdisciplinary program launched in 2013 that aims to increase the cultural potential of 27 districts of Lublin. "Districts of Culture" is a reaction to the concentration of cultural institutions and infrastructure in the city’s centre. This may result in disproportions in access to culture in individual areas of the city. The program provides an opportunity for universal, unrestricted participation in culture, as a creator and a recipient. Projects carried out in the program are created and implemented by residents and for residents. The program operators are Bronowice Community Cultural Centre and Węglin Community Cultural Centre.

The operators accept applications to the program from February 23 to March 18, 2024. “Districts of Culture” are open to all residents of Lublin over 30 years of age. Projects can be submitted individually, with another person, or by an informal group of at least three people.

Each Operator coordinates the program in specific districts of the city, therefore applications should be submitted to the respective institution:

Travel grants for artists and cultural professionals working for the dissemination of culture

This year, for the first time since the pandemic, the City will award travel grants for participation in an international or nationwide competition, festival, review, or cultural project outside of Lublin. It is an effective tool for establishing relationships and building a network of international contacts for creatives and professionals. Applications are ongoing until the funds allocated for this purpose are exhausted. Travel grants ranging from PLN 200 to 5,000 may be awarded to a person who lives, works, or studies in Lublin, and has registered for or received an invitation from the event’s organizer.

Scholarships for the implementation of a project in the field of artistic creation or dissemination of culture in 2024

Scholarships for adults who live, work, or study in Lublin. The subject of the scholarship project must be related to Lublin. The call for projects to be carried out between June 1 and December 31 is open until March 31, 2024. The scholarships for adult artists range from a gross amount of PLN 2,000 up to 10,000.

Civic Budget – is a part of the city's budget decided directly by residents. Anyone can submit an idea. Important conditions for projects are meeting the municipality’s or county’s own tasks; moreover, the area of implementation is owned by the City of Lublin. The project must be completed by the end of a calendar year. This year, the 11th edition of the Civic Budget has launched. The deadline for applications is March 14. The European Capital of Culture 2029 competition finals provide an excellent opportunity to submit the so-called "soft" projects that will become a vital part of the collective effort in the competition for the title.

The submitted projects are classified into two categories:

1. District projects, i.e. those that specifically serve the residents of a particular district. Their value cannot exceed PLN 400,000; they must have exclusively investment character i.e. relate to renovation, modernization, construction, or reconstruction of infrastructure and the purchase of fixed assets.

2. City-wide projects, i.e. ones related to the needs of residents of more than one district or the place of their implementation are not assigned to a specific area.

There are two types of city-wide projects:

- non-investment– so-called “soft” projects are not related to the implementation of an investment, i.e. they concern, for example, the organization of cultural, sports events, or social activities. Their value cannot exceed PLN 200,000.

-investment – “hard” projects whose impact extends beyond the area of one district. The maximum value of a city-wide project cannot exceed PLN 1 million. A project may cover a maximum of 2 investment tasks, understood as an undertaking with a scope coherent both in terms of location and purpose, with a common goal. For example, a renovation of 2 neighbouring streets may be covered by a single investment task, but the renovation of 2 streets in different locations should be covered by separate tasks. Projects that only involve the creation of documentation are not accepted.

In the second stage, which takes place in autumn, residents will decide in a direct vote which projects will be implemented.

Local initiative – a form of cooperation between the city and residents, which enables joint implementation of activities proposed by residents and regarding their immediate surroundings. In the framework of the project, residents submit an idea to the city and declare their participation in its implementation, which may take the form of material, financial, or social work contributions. Ideas may include the construction, expansion, or renovation of roads, sewage systems, water supply networks, buildings and architectural objects, culture, art, protection of cultural assets and national heritage, education, nature protection, physical culture, and tourism.

Programs for creatives

Creative Vouchers – a program for creative sector representatives operating in the City of Lublin encouraging them to cooperate with micro, small, and medium-sized enterprises based in the Lublin Metropolitan Area. In the project’s framework, creative persons carry out projects for business.

Municipal handicrafts studio – a program for craftsmen and creative entrepreneurs encouraging them to open studios in the revitalized districts of Lublin (Śródmieście and the Old Town). The studios will serve as a place to organize workshops and training for residents.

The “Kreatywni” competition aims to support young creators from the creative sector, one of the priority sectors of the local economy, by presenting their profiles and activities during the final ceremony, and on social media. The competition is open to people working in film, video and multimedia, music, television, radio, publishing, video games and software, crafts and handicrafts, architecture, branding and advertising activities, design, and fashion.

Programs for children and young people:

“Districts of Culture – Youth Inspires Districts” is an extension of the Districts of Culture program. The first edition, dedicated to youth-oriented projects, took place in 2022. The "Districts of Culture – Youth Inspires Districts" program is for people aged 10 to 30, living or studying in Lublin. Projects can be submitted individually, with another person, or by an informal group of at least three people. Similarly to the “Districts of Culture,” the respective operators accept applications to the program from February 23 to March 18, 2024.

Scholarships for the implementation of a youth project in the field of artistic creation or dissemination of culture in 2024 – scholarships for young people aged 13 to 30 who live, work, or study in Lublin and projects whose subject is related to Lublin. The call for projects to be implemented between June 1 and December 31 is open until March 31, 2024. An application for a scholarship is submitted in person, and in the case of a minor, by a legal guardian. The scholarship for young artists ranges from PLN 300 to 3,000.

City Youth Activator (CYA) – a micro-grant program for social and civic activities for informal youth groups (aged 10 to 30). The program provides young people who want to implement their ideas with substantive support in carrying out projects, both logistically and financially.

Super Grants – the program to be launched at the turn of February and March will provide student councils of primary and secondary schools operated by the City of Lublin with an opportunity to apply for grants for the council's activities which are aimed i.e. at the development and activation of student governments. Academic Lublin – a program for representatives of universities, scientific circles, and non-governmental organizations. It aims to support the city's academic potential. Initiatives carried out in Lublin covered by the program include conferences, academic competitions, student and doctoral research and scientific projects, festivals, workshops, and tournaments, city walks for students and scientists who have recently arrived in Lublin (in English and Polish), and events integrating university students with the local community.

Municipal Scholarship Program for students of the First, Second Degree, and Doctoral Studies – awarded to exceptionally talented students and doctoral students who conduct activities that might contribute to the development of Lublin and the region or make a contribution to the development of science. This applies in particular to activities that can be implemented or used in practice by the City of Lublin, the scientific community, and enterprises operating in the local market, and are consistent with the assumptions of the Lublin Development Strategy. The document includes strategic areas for the city's development, culture being one of them.

“Student of the Future” – is a program focusing on developing competencies and technical skills of female and male students of primary schools in Lublin (grades 6-8), and their teachers. Equipment owned by schools and the idea of a FabLab, which is a DIY workshop that allows one to acquire knowledge through practice and experimentation, will be used to learn the creative use of new technologies.

One of the project’s activities is the competition "Lublin – My City of the Future". Students use 3D printing techniques, Arduino and RaspberryPi programming microcontrollers, audiovisual equipment and techniques, and soft soldering techniques to create visions of Lublin as a city of the future. In light of Lublin’s bid for the European Capital of Culture 2029, additional points in the current edition of the competition will be awarded to works presenting Lublin as a city of culture.

The prizes in the competition are cash vouchers for equipping or creating DIY workshops in three winning schools. Deadline for applications: February 27, 2024 (Tuesday).

Programs for non-governmental organizations:

City of culture in the framework of the European Capital of Culture Lublin 2029 – during a call open until February 9, 2024, non-governmental organizations presented their ideas for urban, regional, nationwide, and international projects for creating and disseminating culture. Between 2024-2026, the program assumes the allocation of financial resources in the total amount of PLN 2.4 million, which is PLN 800,000 per year. In line with this year’s objectives, the selection board that evaluates the submitted applications will prioritize initiatives consistent with the European Capital of Culture 2029 idea. The submitted projects’ evaluation is currently underway.
